Hi Rajeev,

As per your experience, how effective are they in really enhancing the
skills of an individual (I am referring to students of developing countries
undergoing graduate or post graduate studies).

As per my experience when brokering & running e-learning courses a well
organized personal learning environment on the student's side matters a lot
in developing countries, e.g. suitable place to learn & build skills,
access to learning technology & internet, silence etcetera.

Especially in the area of skill building in computer science my experience
is that online courses like e.g. offered by http://www.udacity.com/ are
more effective than face to face lectures (e.g. because student can
playback, take time to ask a thoughtfully developed question, the education
provider offers great services).

I don't see a relevant difference between skill building by means of
online programs in developing and developed countries as long as
- thoughtful assessments took place before, e.g. participants / selection
  of target group, suitable majors, e-learning readiness of teaching
staff
- action / task oriented instruction has been documented properly
- ... and as long as the teaching staff has a strong motivation
  to provide for online support services

In a nutshell: yes, online courses can enhance skills effectively, and
reach a wider audience to build skills which cannot be reached otherwise.
There is just a big effort required to build these skill development
courses.
