Dear Hon. Assistant Minister Kesselly and e-forum members,
I work with a small international organisation, GeSCI ( www.gesci.org) and
we have just finished a similar approach in Kenya which I thought it would
be useful to share with you at this time. Though I have attached the
reports, I will also try to summarise the steps as we approached them
below. If interesting from your end and you would like to further discuss
please don't hesitate to ask.
Similar to the stage you are in Liberia, in Kenya there was also a concern
about the quantity and quality of TVET instructors, in particular the ICT
competencies. Towards this end we :
(a) adapted the UNESCO Teacher Professional Development Competency
Framework - as this was geared towards teachers generally, in further
discussions with the Ministry the consensus was also that we needed to look
at the additional competencies (including core competencies) needed by TVET
instructors. This adaptation was done through a series of workshops with
the Ministry as well as TVET institutions (including the instructors
themselves) - the attached ppt helps put the approach and underlying
factors is in context ;
(b) The validation sessions also raised the issue of the ICT readiness of
the TVET institutions themselves, and so again working with the Ministry we
were able to complete a baseline survey of all public TVET institutions,
looking at their e-readiness capacity in a number of areas including but
not limited to ICT infrastructure (pcs, Internet access, e-educational
resources etc) , instructor preparedness and competencies, ICT integration
(as a teaching and learning tool) into the TVET areas. The report is just
being finalised and if you would like a copy, do let me know. We could also
make available a copy of the questionnaire that we developed and used.
(c) One of the deliverables from the process (see attached excel file) was
the draft ICT Competencies for TVET instructors in Kenya
The next step is seeing how to ensure that these competencies are in fact
developed (pre-service and in-service) as well as to develop an integration
strategy, as well as see how to upgrade the ICT facilities within the
technical institutions themselves - both as it relates to the teaching of
core ICT skills, as well as ICT skills within the various TVET skills.
Given the critical nature of TVET especially given the crucial role that
it plays in job creation and economic development, a project such as what
you have proposed in the forum would be of enormous benefit, with potential
spin off in a number of areas that far exceed the education sector. Do let
me know how through the collaboration with your ECOWAS colleagues,
including COTVET we could further proceed in providing some assistance.
It may also be interesting to see if there would be a wider interest from
the members of the forum to see if using the UNESCO ICT TPD Framework, we
could actually develop an ECOWAS TVET ICT framework that could then easily
be adaptable by the various member countries

un intérêt au sujet du nombre et de la qualité des instructeurs d'EFTP,
en particulier au sujet des compétences en TIC. À cette fin, nous avons:
(A) adapté le cadre des compétences, développé par l'UNESCO, relatif
au développement professionnel des enseignants puisqu'il était destiné
aux professeurs en général. A la suite d'autres discussions avec le
ministère, il a été question de se pencher sur les compétences

série d'ateliers avec le Ministère ainsi que les institutions d'EFTP (y

disponibilité des TIC dans les établissements d'EFTP eux-mêmes. Ainsi,

enquête concernant tous les établissements de l'EFTP public, au regard de
leurs capacité à utiliser les TIC dans un certain nombre de domaines, y
compris mais non limité aux infrastructures des TIC (ordinateurs, accès
Internet, matériels d'éducation en ligne, etc ), la préparation et les
compétences des instructeurs, l'intégration des TIC (comme outil
d'enseignement et d'apprentissage) dans les domaines de l'EFTP. Le rapport
vient d'être finalisé et si vous souhaitez obtenir une copie, faites le
moi savoir. On pourrait aussi mettre à disposition une copie du
questionnaire que nous avons développé et utilisé.
(C) L'un des résultats attendus du processus (voir ci-joint le fichier
excel) a été la rédaction des Compétences TIC pour les instructeurs
d'EFTP au Kenya
La prochaine étape est de voir comment faire en sorte que ces
compétences soient en fait développées (pré-service et en service),
développer une stratégie d'intégration et voir comment mettre à niveau
les installations des TIC au sein des institutions techniques eux-mêmes -
à la fois en ce qui concerne l'enseignement des compétences de base en
TIC, ainsi que des compétences en TIC au sein des différents l'EFTP
compétences diverses.
Étant donné la nature critique de l'EFTP en particulier le rôle crucial
qu'il joue dans la création d'emplois et le développement économique, un
projet tel que ce que vous avez proposé dans le forum serait un avantage
énorme, également dans un certain nombre de domaines qui dépassent de
loin le secteur de l'éducation. Faites moi savoir comment grâce à la
collaboration avec vos collègues de la CEDEAO, y compris COTVET nous
pourrions procéder ultérieurement à fournir une certaine assistance.
Il peut également être intéressant de voir s'il y aurait un plus
grand intérêt parmi les membres du forum pour voir si à travers le cadre
de l'UNESCO pour le DPT en TIC, nous pourrions développer un cadre des TIC
en EFTP pour la région qui pourrait alors être facilement adaptables par
les différents pays membres.
