Dear Dr. Adriann Smith,

I work in the area of personnel certification that deals directly with
assessing prior learning for trades qualifications. I am on the American
National Standards Institute Personnel Certification Accreditation
Committee, which accredits organizations operating personnel certification
systems against the ANSI/IEC/ISO 17024 standards. This area that you bring
up is a whole industry in and of itself, so yes, there is a plethora of
literature on the subject as well as books on best practices. An
association that focuses specifically in this area is the Institute for
Credentialing Excellence (ICE).  You might want to start there
(http://www.credentialingexcellence.org/).
My organization is the Center on Education and Training for Employment at
The Ohio State University. We offer a three-day seminar on the topic. You
can find more information at
