Dear Anísio,
What a fantastic challenge to be working on in your home country! I think
building a national institution in charge of TVET is an extremely important
step in any TVET reform, and in attributing to TVET the weight it
deserves.
There are a number of highly successful TVET authorities already set up
which Mozambique might consider as examples:
1. The German Federal Institute for Vocational Training (BIBB, which I
happen to be working for)
The following websites give an overview about BIBB's tasks and its
institutional setup:

2. The Phillipines' Technical Education and Skills Development Authority
(TESDA):

(SETA), by sector, e.g.:
