Dear Colleagues,

This is an invitation to participate in an experts' reflection on TVET
of the Future.

The globalization of the world's economic systems and the rapid
integration of information and communication technologies have
significantly altered the world of work. Other macro trends, such
demographics, economics, geopolitics, sustainability and changing social
attitudes are also having dramatic effects on the workplace. In the
nineteenth century, capital investment in infrastructure and equipment was
seen as the single most decisive factor driving economic growth and human
capital only played a supporting role. In this new work environment, human
capital is increasingly being perceived as the only sustainable source of
competitive advantage. There is a general emerging consensus that a
well-educated workforce is the key to competitiveness and prosperity. The
conclusion reached by the G20 leaders during the recent Toronto Summit was
that a skilled workforce is essential to ascertain a strong, sustainable
and balanced growth (The Government of Canada, 2010). The important
contribution that human capital makes in development was also echoed in the
conclusion of the International Labour Conference of 2008: "it fuels
innovation, productivity, increase in enterprise development, technological
change, investment, diversification of the economy, and competitiveness
that are needed to sustain and accelerate the creation of more and better
jobs``(p.1-2).

These macro trends are contributing to a renewed interest in TVET. A
recent OECD report noted that although TVET has the potential to play an
important role in workforce development to meet the labour-market needs of
the economy, it: "has been oddly neglected and marginalized in policy
discussions, often overshadowed by the increasing emphasis on general
academic education and the role of schools in preparing students for
university education. It has also often been seen as low status by students
and the general public" (OECD, 2010, p. 1). After years of stagnation and
neglect at the expense of general education, TVET is back on the national
development agenda of both developed and developing countries (UNESCO,
2008). TVET is now perceived as an important tool to develop the skilled
workforce that all nations need to facilitate economic development,
national prosperity, social progress and environmental protection. Other
trends that can have some significant impact on TVET of the future are the
economic turndown, the poor getting poorer, a decreased in decent work,
rising unemployment and underemployment, and rising costs of TVET delivery.


While these macro trends have contributed to the comeback of TVET, they
are also challenging this education and training sector like never before.
The full impact of these macro trends on the future of TVET is yet to be
determined. Consequently, I am proposing the UNESCO 2020 Vision  – TVET
of the Future to assess how these trends will impact the world of work in
the year 2020. A thorough understanding of the TVET of the future will
inform research, policy formulation, investment decisions, judicious
planning, management and evaluation of TVET programs. A vision of the
future of TVET will also act as a spring board to other initiatives that
will assist UNESCO and its Member States in bracing themselves to confront
the anticipated challenges.

As a first step to accomplish this goal I invite you to identify five mega
trends that are likely to have the most significant impact on the world of

I will review and classify these trends and ask to rank-order them in
terms of importance. We will select the 10 top trends and give our
expert's opinion on the ways in which each of these trends will affect
TVET. We will use this input to draw appropriate implications as to how
TVET can cope with challenges, while benefiting from the opportunities over
next 10 years or so. The output will be a report describing TVET in 2020,
assessing the impact of these trends and drawing appropriate implications
for reengineering TVET of the future.
