Dear Norwani,
I commend you for choosing such a relevant research topic, which has
tremendous implication for practice. As far as I can tell you will not be
able to find any empirical evidence to answer these questions.
Please do not perceive this as a handicap. Instead look at it as an
opportunity to this area of research in TVET. If I was your thesis adviser
I would suggest that you conduct your research to address these questions
with the assistance of some frontier thinkers and expert in sustainable
development and TVET, using a Delphi technique.
We did an exploratory study to identify the generic sustainable
development skills needed by the Canadian workforce in order to contribute
to sustainable development. You may be interested to review the report:

sustainable development: Work, Learning and Sustainable Development:

Good luck with your research.
