It was the AANZ FTA (ASEAN Australian New Zealand Free Trade Agreement )
Project. The concept paper was completed Dec 2011.

Many thanks for mentioning this very interesting development in terms on
incorporating Vocational Qualification Framework into bilateral or Regional
trade agreements.

We unfortunately could not find a copy of the concept paper that you made
reference to through Google search.  Will it be possible for you to share a
copy?

Besides working on the issue of quality assurance and governance of
education and vocational training, CSEND has also been active in observing
the process of trade negotiations in the context of WTO on exporting of
education services.  I copy the link to our research papers on this topic
for your reference,

Mutual recognition of qualifications is an important step toward free
movement of people and migration, as well as exporting of the education
services.  If there is such initiative within the ASEAN, it is worth
watching.
