INFORMING ENHANCED STANDARD FORMATS FOR THE RED SEAL PROGRAM

Dear Colleague,

The Red Seal Program is the hallmark and a standard of excellence for the
skilled trades in Canada. The program was established in 1952 and has stood
the test of time for nearly 60 years under the governance of the Canadian
Council of Directors of Apprenticeship (CCDA). The Red Seal program has
served Canadians well since its initial inception, and it has been adapted
over time to meet changing labour market requirements.

The National Occupational Analysis, which is the flagship of the Red Seal
Program, sets standards for trades training and certification. Because of
some emerging needs and the changing requirements, the Canadian Council of
Directors of Apprenticeship, through Human Resources and Skills Development
Canada, has commissioned WDM-Consutants to examine the Red Seal National
Occupational Analysis in light of innovative and best practices in current
use for structuring and developing occupational standards. Please see
attached a letter of Request for Participation from Mr. Kevin Evans, Chair
of the CCDA. The CCDA is strongly committed to use evidence-based
information and key stakeholders' input to inform its efforts for
strengthening the Red Seal program. We are therefore seeking your support
and participation in this important research initiative. Results of this
study will be used to review the structure of the standard and the
processes in current use for developing national occupational standards for
the Red Seal program. This is part of an ongoing effort of the CCDA to
ensure that the Red Seal Program remains responsive to the needs of its key
stakeholders.

We are using a two-pronged approach to gather information for this study.
The first approach consists of a content analysis of exemplary occupational
standards. Kindly provide the link to an exemplary occupational standard
recently developed by your organization. If not available online, please
send an electronic copy to chinien@wdm-consultants.com .  Please feel free
to submit other relevant documents that could be of assistance to us.

The second research strategy consists of a consultation of key informants.
Please take a few minutes to share your experience on occupational
standards with us by responding to an online questionnaire that you can
access through the following link:

If while completing the questionnaire you need to have a brief pause or to
interrupt the session, you need to press  the <NEXT> button before exiting
from the page where you are,  and the system running the survey will
automatically save your responses. You will be able to resume your survey
session anytime, anywhere and on any computer using the same assigned link.
You will also be able to edit your previous responses. If you exit the
survey without pressing the <NEXT> button you will lose responses
previously entered. Click on <DONE> to save your responses and submit the
completed survey.
