Your question is one which we will all need to turn our minds to as time
goes along.  The established models of teaching and learning are being
displaced by internet access to knowledge and expertise.

International Correspondence Schools have been providing distance
education since 1890.  I suggest that you consult organizations like them
to see how they have adapted to the internet.  http://www.icslearn.co.uk/

In my own practice I advise workers to NOT go to school unless there is no
other way to acquire the knowledge and skills that they require for their
career development interests.  In this part of the world internet access is
generally available, and telephone talk-time is relatively inexpensive.  We
also have access to all manner of tools that are relatively inexpensive.
Anyone with an interest can easily acquire both the tools and the
information.  Beyond that, it is a matter of gaining experience.

My belief is that the average person is capable of doing an average job on
most things, with experience.

The great difficulty that I see with distance education is in the area of
assessment and certification.  A common practice is to have examinations
invigilated by ranking individuals within a community, such as a Teacher,
Mayor, or the Chief of Police.  I suggest that State Certification Exams
should be required for all manner of occupations, and that all manner of
occupations should be developed using an Apprenticeship model.

My observation is that some distance education providers are "paper mills"
with no meaningful assessment of competence.  In Canada we have seen this
in recent years with the Pleasure Craft Operator Certificate, which is
administered by the Government of Canada (Transport Canada)

Online exams were (are) available which require that the individual
indicate that they are doing the test with no assistance from anyone and
with no materials in front of them:  Click Here to Accept.  This is a
laughing matter in my community.

Recently we have also seen groups of individuals getting together to do
Teeth Cleaning Parties.  They purchase the tools and clean each other's
teeth, rather than paying a Dentist for this service.  They save a lot of
money, and there are skills being developed in the process.
Coincidentally, the National School for Dental Therapy (First Nations
University of Canada) was closed effectively on March 31, 2011, due to
