I am not to sure of what you mean by a one year program in electrical or
plumbing program.
N.A.I.T or S.A.I.T. (Alberta northern and southern institution of tech.)
should be able to help with the programs. For free material for these
courses I would look at www.free-ed.net and www.everyspec.com.
A lot of great learning on these pages.
