Dear Anita & Shaik
You have mentioned under the "Mega trends" thread
(http://www.unevoc.unesco.org/forum.php?lang=en&skin=efor&show=1604) that
providing certification to the workers in informal sector gives no benefits
as the RPL certificate did not help them to go for further higher levels
training and education.
In my moderate point of view, the above statement is only valid in case
that the certification is being given to the workers / students / trainees
on unjustified ground.
It is very essential that we consider the prior learning as learning from
the past and which can be credited against a new qualification and thus
gives exemption from taking part and not all of the qualification in
question.
I am afraid that some TVET Institutions are not abiding by the above law
and grant certification against a new qualification on assessment of the
prior learning only and not providing the full programme for the
qualification in question to the workers / students / trainees.
Accreditation of prior learning should be related to credit and exemption
from part of a new training programme of study, not to meeting admission
requirements for a programme of study. It is dependent on the level,
content and achievement of previous learning and the harmony between the
learning outcomes of the previous learning to the learning outcomes of the
programme of study for which credit or exemption is being sought.
Possession of prior learning does not give the right of entry to any
programme of study.
If TVET Institutions apply the above rule then surely the workers /
students / trainees will be able to use the provided certifications to go
for further higher levels TVET.
