This is an interesting idea.  I believe it may have applications through
synergies with Tracking and Charging technology such as the RFID Chip Smart
Cards.  This may be of considerable interest to the Apprenticeship branch
of governments, to replace the traditional paper booklets.

You may get some ideas about this from:  http://www.rfidjournal.com/

A Canadian innovation firm that we have been dealing with for Tracking and
Charging for Training Records and site Access and Security is NORCAT.  They
have done some amazing projects.  I think you would do well to explore this
with them.  http://www.norcat.org/
