Dear All,
I have been invited to contribute to this forum even though I am not an
Ecowas resident. However, I previously worked in Liberia and Sierra Leone
for a little over 4 years from 2004 to 2008 as UNESCO Manager for the two
countries. We implemented many projects, mostly in education. But as TVET
specialists I took a lot of interest about the sector in the two countries.
Of course, the difference between Liberia and SL in TVET is very large
indeed. May in the future I could write a little about these difference.
On the informal sector training I refered to by GTZ in SL, I would propose
that those interested should write to the organization for more
information. I was mostly impressed by the combination of the formal
upgrading of basic education integrated with vocational skills.
On the subject of informal apprenticeship I need to point out that the
process happens in both the formal and informal sectors and not just in the
later as many would assume. In the formal sector there are many
enterprises that prefer workers they train on the job as opposed to
graduates of TVET institutions who might demand a higher wage but have
relatively poor skill base. It is probably these individuals that would
benefit from a trade test qualification because it gives them some license
to market themselves within the formal sector. Few in the informal sector
really feel the need for the trade test qualification unless they are
looking to cross over to the formal sector to seek employment.

dans les pays de la Cedeao. Cependant, j'ai déjà travaillé au Libéria
et en Sierra Leone pour un peu plus de 4 années de 2004 à 2008 comme

projet de la GTZ en SL, je propose que les personnes intéressées

impressionné par la combinaison de la mise à niveau formelle en
éducation de base avec les compétences professionnelles.
Sur la question de l'apprentissage informel, je dois souligner que le
processus existe dans les secteurs formel et informel, et pas seulement
dans le cadre de ce dernier. Dans le secteur formel, il existe de
nombreuses entreprises qui préfèrent les travailleurs qu'ils forment sur
le tas plutôt que des diplômés des établissements d'EFTP qui pourraient
exiger un salaire plus élevé, mais ont une base de compétences
relativement faible. Il est probable que ces personnes pourraient
bénéficier d'un examen de qualification parce que cela leur donnerait une
certaine capacité de se vendre dans le secteur formel. Peu de personnes
dans le secteur informel ont vraiment besoin d'un examen de qualification
à moins qu'ils ne cherchent à passer dans le secteur formel pour chercher
un emploi.
